We are very dependant of the phone system as a means to make contact with each other. During a disaster, local land and cellular phone circuits may be overwhelmed or down. The phone companies have the ability to control incoming and outgoing calls, limit the volume of calls and dedicate the phone system to emergency services personnel. If you are separated from your family or friends, you may be unable to contact them for days.
Family reunification will be a high priority following a disaster. If you are unable to contact your family by phone, there is still the possibility of learning where and how they are by using an Out-of-Area Contact, because long distance circuits may be unaffected during a disaster. By preselecting an out-of-area contact, someone who is out of your local dialing area and at least 100 miles (160 km) away, you can use them as a message board. By trading messages long distance you can check on the location and safety of your loved ones locally, possibly reuniting with them more quickly.
